Hanoi Open University (HOU) in Vietnam was established by the Vietnamese Prime Minister on November 3rd, 1993, to meet the diversified educational needs of the Vietnamese people. HOU is a public institution in the national higher education system, under the control of the Ministry of Education and Training. However, most of its operating budget is drawn from student fees.

HOU employs 250 full-time employees and 2,000 part-time lecturers and tutors. Most courses are at the undergraduate level. Currently, roughly 55,000 students are enrolled, of whom 65% of which are distance learners, 12% are part time, and 13% are both full-time and face-to-face learners. Most educational activities, e.g. independent modules, face-to-face courses, registration, and examinations take place at one of 45 local HOU centers in 25 provinces throughout the country.

HOU has helped the Ministry develop a Master Plan for Distance and E-learning infrastructure and capabilities, examining all potential learning media. HOU itself uses print, audio-video and computer-based learning materials. In 2008, HOU promotional materials confirmed the intention to utilize print-based materials in the long term, due to ease of access and cost effectiveness issues. However there is emphasis on developing computer-based materials where appropriate.
