Shanghai Television University (上海电视大学) is an open university conducting distance education based on telecommunication, broadcasting & television, and computer and other technology based subject courses. It is one of the regional Radio and Television universities across China, but one of the best known. It was established in 1960.
SUTV began in the 1960s using television to improve access to education and now uses ICTs to provide the same service to Shanghai’s 19 million inhabitants. To adapt to the country’s rapid growth the university launched the project Turning the Digital Divide into Digital Opportunity. It provides access to both formal and non-formal modes of learning, enrolling over 120,000 students yearly in degree programmes and more than 50,000 persons in non-degree programmes. Using both broadcast and digital technologies, the institution reaches learners in the most varied segments of society: schoolteachers in both urban and rural areas, the elderly, civil servants and migrant workers, not only in its home province, but also in the most remote and needy corners of Western China.
“Because of the development of the country we had an urgent need for highly qualified talent or to retrain the huge workforce,” said Professor Zheng who is president of STUV. “We also wanted to ensure that the elderly could access lifelong learning programmes.”
Their virtual campus now offers 8 learning platforms serving different groups which include underdeveloped and disadvantaged communities, 400 rural schools, 4 million immigrants and the elderly. In 2008 STUV was named as a laureate for the UNESCO King Hamad Bin Isa Al Khalifa Prize for the Use of Information and Communication and Technologies in Education.
