The U.P. Rajarshi Tandon Open University (Uttar Pradesh Rajarshi Tandon Open University, UPRTOU) is based in Allahabad, Uttar Pradesh, India. It has been open since 1999. Its mission is, in part, to 'endeavor through education, research, training and extension to play a positive role in the development of the state' - through distance and continuing education. It offers 350 study centers across Uttar Pradesh.

The web site reads:
- The audio video lab of the university was opened in year 2007... to disseminate the audio and video lectures on various subjects in the form of CDs and this is an effort to give our distance learner a feel of virtual classes. This may be helpful in enriching student knowledge by sharing the practical experiences of academic and industrials.
However no such lectures seemed to be online as of April 2009.
