The concept of a "country" is a complex and sometimes contested issue. Inclusion of a country in any of our lists does not imply recognition of the country by any particular nation (or the EU) or approval of its regime by the Re.ViCa project or its advisors or funders.

There are 31 "Tier 1" countries where we have full country reports internally reviewed and externally refereed.

Re.ViCa's small collection of relevant country mini-reports

There are also 30"Tier 2" country reports where we aim to have a reasonably complete description from a member of the team, but not reviewed or refereed.


A country highlighted in bold has its report in the standard report template even if not all entries are complete. Typically there is a focus on universities and virtual initiatives where these are known.

  1. Bahrain - has an important regional centre for the Arab Open University
  2. Cape Verde - some information on the universities
  3. Colombia - including information on Universidad Nacional Abierta y a Distancia
  4. Costa Rica - including information on Universidad Estatal a Distancia
  5. Egypt - some information on HEIs but not the virtual aspect except for Arab Open University
  6. Ghana - some information on HEIs but not the virtual aspect - except for distance learning
  7. Guernsey - adequate information (it is a tiny state)
  8. Hong Kong - minimal information, needs to be better since it is relevant - see Open University of Hong Kong and Hong Kong Polytechnic University
  9. India - minimal information, needs to be better - see NetVarsity and Indira Gandhi National Open University
  10. Indonesia - some information on universities - see in particular Universitas Terbuka (the open university)
  11. Isle of Man - adequate information (it is a tiny state)
  12. Israel - summary coverage of most aspects including of the Open University of Israel and key agencies such as CHEI
  13. Japan (OECD) - adequate information on schools and universities including MEXT, Japan OU and NIME
  14. Jersey - adequate information (it is a tiny state)
  15. Kuwait - adequate information on universities including the Arab Open University headquartered in Kuwai
  16. Latvia - adequate information building up
  17. Lithuania - adequate information building up - with links to virtual programmes
  18. Malawi - a little information on universities including delivery from the University of Derby
  19. Mozambique - some information on HEIs but not the virtual aspects
  20. Nicaragua - a reasonably complete entry with a list of the universities, but little known about e-learning
  21. Nigeria - a reasonably complete but telegraphic report with information on the National Open University of Nigeria
  22. Northern Cyprus - no activity known except for that from Anadolu University in Turkey
  23. Oman - there are no known virtual campus initiatives but the various national IT initiatives are described
  24. Palestine - brief entry with focus on universities - with links to Al-Quds University and Al-Quds Open University
  25. Qatar - a reasonably complete entry for a small country with information on the ictQATAR initiative
  26. Saudi Arabia - with information on HEIs and some information on virtual initiatives including Knowledge International University and the Arab Open University
  27. South Korea (OECD) - reasonable coverage with details of KNOU and the main cyber universities
  28. Syria - reasonable coverage including lists of public and private HEIs - and a link to the Syrian Virtual University
  29. Tanzania - reasonable information on schools and HEIs but not much on the virtual aspect except for the Open University of Tanzania
  30. Turkey - reasonable information including on Anadolu University
  31. United Arab Emirates - reasonably complete information, with material on virtual initiatives including e-TQM College and its successor Hamdan Bin Mohammed e-University, as well as Education 2020


Other countries that were considered for Tier 2 and have similar reports

  1. Chile - in standard structure with some information on one exemplar
  2. Iran
  3. Singapore


Countries where there is fragmentary information, e.g. because there is a Programme in that country

These are "Tier 3" countries. They comprise all countries not in Tier 1 or Tier 2. There is some kind of report on every country in the world.
