The Open University of Cyprus (OUC) was legally established in 2002 as the second State Institution of Higher Education in Cyprus. The OUC is the only institution in Cyprus dedicated to lifelong learning and distance education and its focus is to design and deliver undergraduate and postgraduate courses as well as training and vocational programs to serve the needs of the wider community. The degrees awarded by the Open University are equivalent to those of all accredited universities worldwide, regardless their teaching methodology. Building courses on the bans of the European Credit Transfer System (ECTS) provide students with the opportunity to interchange between conventional universities and the Open University of Cyprus.

The OUC places great emphasis on the field of research and promotes programs that aim towards the development of methodologies and corresponding high technologies for open and distance learning. Likewise, open and distance learning offers, to those who already hold a university degree, the possibility to further their studies at a graduate level or even study different subjects aiming at career progression. The Open University of Cyprus offers:
* Course material in digital form on the internet, on CDs and DVDs, or from printed course material
* Web-lectures (and in the near future, using subscription television, at fixed timetables, specified by the teaching personnel)
* Use of an "Electronic Gate" in order to find relevant information concerning Thematic Units, which is the basic operational unit of each course and to contact with professors or lecturers using synchronized and non-synchronized technologies such as chat, videoconferencing, and forums
* Group Advisory Meetings


Final examinations require the physical presence of the student (but when possible, both Group Advisory Meetings and final exams will take place in the students’ home towns).
