Hanoi Open University (HOU) was established by the Vietnamese Prime Minister on November 3rd, 1993, to meet the diversified educational needs of the Vietnamese people. HOU is a public institution in the national higher education system, under the control of the Ministry of Education and Training. However, most of its operating budget is drawn from student fees. | |||
HOU employs 250 full-time employees and 2,000 part-time lecturers and tutors. Most courses are at the undergraduate level.
