Vancouver Learning Network
The Vancouver Learning Network, part of the Vancouver School Board in British Columbia, is a public school programme which annually offers approximately 90 courses - the majority of which are online - and serves some 8,000 students.

Further information
Courses are tuition-free to students of any age who are Canadian citizens and residents of British Columbia. Students are able to register for a course at anytime and complete a course at any time - each student working at their own agreed pace.
VLNs wikipedia site says "Ongoing (12 months per year) teacher support and availability, numerous face-to-face requirements, and a variety of in-person activities have helped establish VLN as a legitimate and thriving school community. Elluminate sessions are provided as an alternative for students who are unable to attend."
