Improving quality of e-learning in universities (ELUE) was selected under the EC eLearning Programme Observatories Projects in 2003. According to the original project description:

The general objective of the project is to improve the quality of e-learning activities engaged in within the university world.

Specific objectives included:

• an analysis of the experiences underway and already completed in the universities of the countries involved in the project;
• a comparison of the different experiences and an identification of best practices on the basis of shared standards;
• the establishment of an observatory on e-learning and university education and training.
