The Citizen E: an ICT Network for teaching European Citizenship (Citizen E) was selected in 2004 under the Socrates Minerva project. As described in the project description:

In-service teacher training/support centres in Ireland, Italy, Poland and Belgium will set-up teaching peer groups using readily accessible ICT supported tools to develop teaching materials and activities on the topic of European Citizenship.
Its objectives are to increase teachers' ICT skills, to benchmark in-service training and support provided to build a best-practice framework, to develop teaching skills and resources on European Citizenship, to increase intercultural understanding, and to promote a European identity and to share 'Best Practises' to a wider network of teachers and educational practitioners.
Its target groups consist of 105 to 175 working teachers in subjects not typically targeted in ICT related projects, 1200 to 2000 students aged between 13 and 18 in the schools taking part, the in-service teacher training and support networks in Ireland, Poland, Belgium and Italy and the wider network of stakeholders in European in-service teacher training and support community.
