The Black Sea Economic Cooperation - in full the Organization of the Black Sea Economic Cooperation - is an international association of countries bordering or close to the Black Sea who have an interest in collaborating to foster joint activity including, but far wider than, issues to do specifically with the Black Sea. In particular they foster joint activity on education.

The member states are currently (August 2009):

  1. Albania
  2. Armenia
  3. Azerbaijan
  4. Bulgaria
  5. Georgia
  6. Greece
  7. Moldova
  8. Romania
  9. Russia
  10. Serbia
  11. Turkey
  12. Ukraine

It is an interesting combination of EU and non-EU countries.
