Shanghai Television University (上海电视大学) is an open university conducting distance education based on telecommunication, broadcasting & television, and computer and other technology based subject courses. It is one of the regional Radio and Television universities across China, but one of the best known.
Its web site is at http://www.shtvu.org.cn but there seem to be no English pages.
