Ho Chi Minh City Open University (HCMCOU) was founded in 1993, in Ho Chi Minh City, Vietnam. It is considered to be a 'semi-public' organisation and the country's first open university, offering a range of programmes from certificates and diplomas to undergraduate and postgraduate degrees. Options include pure distance learning, on-site classes, and satellite academic centers. HCMCOU seeks to meet the various learning needs of Vietnamese society and improve the 'human resources' of the country.
The HCMCOU web site is at http://www.ou.edu.vn/english/
