Overview
Ecuador, officially the Republic of Ecuador (Spanish: República del Ecuador), is a representative democratic republic in South America, bordered by Colombia on the north, Peru on the east and south, and by the Pacific Ocean to the west. It and Chile are the only two countries in South America that do not have a border with Brazil. Ecuador also includes the Galápagos Islands in the Pacific, about 1,000 kilometres (620 mi) west of the mainland. The capital is Quito and the population is 15,223,680.

UNESCO reports that "Ecuador has approved in 2010 a higher education law that requires deposit of graduate and posgraduate thesis in the Higher Education National Information System. It is a country that has been very active in recent years in the development of institutional repositories: 21 digital repositories are registered in ROAR and/or OpenDOAR, mainly higher education institutional repositories with concentration on theses contents." OportUnidad is a project running from 1 January 2012 to 30 June 2014 aiming "to strengthen and sustain the EU-LA Common Higher Education Area, through a bottom-up approach, by the increasing use of open educational practices and resources (OEP & OER)." It seeks to, among other things, "Raise awareness and widen HEI participation in open educational practices and resources"; "Teach faculty how to use and reuse OER in a pedagogically-rich context and improve their digital competences"; generate a "Compendium of EU-LA OER practices, based on EU and LA experiences"; and organize a "Validated on-line training course in 'Open Educational Practices and Resources' and assisted start-up of OEP" (2) The University Técnica Particular de Loja (UTPL), Ecuador, is one of the partner institutions in the project.
