Or did you mean Hong Kong Polytechnic University in Hong Kong?
Or did you mean Cyber University in Japan?

CyberU (CyberU Inc.) was a US-based provider of online education to businesses and individuals. It is listed here primarily because of its earlier inclusion in the UNESCO virtual universities list. An early incarnation may have been explicitly involved in university-based online education.

Among its otherwise largely corporate client list was Pearson Education, a major force in the US for-profit market (and now-owner of popular learning management system eCollege).

CyberU was founded in 1999.

Its main office was in California, US.

The CyberU web site is still at http://www.cyberu.com
