Private nonprofit provider
A Private nonprofit provider is an institution that provides e-learning which is neither a public institution nor a commercial enterprise (private provider) but is set up in a nonprofit form, such as a foundation, charity, religious body etc.
It may still, as is common in the USA and some other countries (but not the UK) receive public funds.
It is often hard to determine from the documentation whether or not a private institution is a commercial enterprise or a private nonprofit provider.
In addition, in some countries, such as UK and Finland, some universities are set up as private foundations - in the UK the legal form is as a Company Limited by Guarantee - yet are as eligible as other universities to receive state funding. We do not regard these as private nonprofit providers. For further discussion of this UK (and Ireland) issue see http://en.wikipedia.org/wiki/Company_limited_by_guarantee.
