The Economic filtering of knowledge (FILTER) was selected under the EC eLearning Programme Observatories Projects in 2003. According to the project description:
- The FILTER project on 'eLearning and the economic filtering of knowledge' aims to answer the question how to guarantee affordable access to high quality electronic knowledge (including information and services) to learners at all educational levels in Europe (eLearning)...
- The main deliverable of FILTER consists of an advanced package of essential information on the causes of economic filtering of electronic knowledge and strategies to overcome the filtering and IPR barriers.
