BCCampus was created by the provincial government in British Columbia, Canada, as a "collaborative online learning initiative... to assist public post-secondary institutions in British Columbia to meet their students online learning needs" (see their web site).

It is a co-ordinating service for all educational online programmes, providing funding to institutions for the development of e-learning materials, training and support services to the smaller colleges, and a one-stop portal for students for online programmes.

BCcampus serves the entire public post-secondary system in British Columbia, including students, educators, and institutions by identifying, acquiring, developing, and implementing technologies and services that enhance online learning such as a flexible learning for trades training strategy (E-PPRENTICE) and build on established student services such as an online application service (PASBC).

BCcampus also administers an online program development fund (OPDF), explores and develops shared services, facilitates the dissemination of best practice knowledge, provides professional development and training, and manages a repository of shareable online instructional resources and tools for educators.

Desire2Learn has been licensed by BCcampus on behalf of the entire post-secondary system it supports. The D2L system is hosted by Desire2Learn on a server in Ontario. Desire2Learn maintains the server and installs scheduled upgrades. The D2L support desk is available 24/7 for designated institutional administrators.

BCcampus currently provides D2L as a system-wide shared service for free to all collaborative programs including Applied Business Technology and Northern Collaborative Information Technology. At the institutional level BCcampus provides D2L for up to 3,000 enrollments for free. Institutions needing additional capacity pay a fee for each additional enrollment.

Each participating institution manages and controls their own courses and users in D2L. Initial training for both administrators and instructors has been provided and supported by BCcampus staff.
