Austrian University Development Plan (GUEP) 2022 to 2027

Description

The so-called "Austrian University Development Plan" is the technical-strategic planning instrument on which the further development and strategic orientation of the 22 public universities in Austria is based and is the basis of the performance agreements with the individual universities. To this end, it defines and prioritizes system goals that affect the university system as a whole.

It provides for the following system goals, each of which is specified in more detail by means of several implementation goals.

1. System Goal 1: Further development and strengthening of the university system
2. System Goal 2: Strengthening basic research
3. System Goal 3: Improve the quality and efficiency of university teaching
4. System Goal 4: Promotion of young scientists and artists
5. System Goal 5: Expansion of knowledge and innovation transfer and locational advantages
6. System Goal 6: Increase internationalization and mobility
7. System Goal 7: Social Responsibility of Universities - Service to Society: Gender Justice, Diversity and Social Inclusion, Responsible Science, Agenda and Implementation of SDGs, Digital Transformation

In system goal 3, OER is explicitly mentioned as an action until 2024 "Use of Open Educational Resources (OER) to increase self-learning ability and ubiquitous unrestricted access to knowledge" (p. 40)

In system goal 5, OER is required in a footnote of the required Open Science (p. 23).
