In February 2017 the "National Strategy on the Social Dimension in Higher Education. For more inclusive access and broader participation" (Federal Ministry of Science, Research and Economics) was published. There, in "Action Line 5: Organization of Studies and Quality of Teaching", the Austrian "Universities, Higher Education and Educational Research" are named as responsible for the measure "Further digitization of teaching, increased use of barrier-free e- and blended learning offerings (including training of authors of works or Open Educational Resources with regard to licensing) and review of the effects with regard to the social dimension" (p. 26).
