Barry Phillips is a Senior Consultant at Sero and a specialist in new and emerging technologies for learning, teaching and social inclusion, including overseas policy development. Formerly at the Ministry (DfES) which oversees education in England, he led the National Learning Network expansion, and then joined the e-Learning Strategy Unit. Prior to joining Sero he was with Sheffield City Council as Strategic e-Learning Manager with responsibility for all schools and the EU-funded e-sy.info project. Currently he is responsible for policy aspects of VISCED and transversal global studies of virtual schools. He is a co-author (with Ian Chowcat) of the report to Becta "Harnessing Technology: Preliminary identification of trends affecting the use of technology for learning", http://www.lsri.nottingham.ac.uk/capital/Yr1/SummaryReports/3-Preliminaryht_trends_july08.pdf - and of several other reports for the CAPITAL project done jointly between Sero and the University of Nottingham.

He was a key person on policy issues in POERUP.
