Barry Phillips is a Senior Researcher & Consultant at Sero and a specialist in new and emerging technologies for learning, teaching and social inclusion, including overseas policy development. Formerly at the DfES, he led the National Learning Network (NLN) expansion, then joined the e-Learning Strategy Unit (eLSU) - the UK Government policy unit charged with developing a national e-learning strategy. Prior to joining Sero he was with Sheffield City Council as Strategic e-Learning Manager with responsibility for all schools and policy aspects of Sheffield's role in the EU-funded e-sy.info project. Barry has been heavily involved at national, regional and metropolitan levels with a broad spectrum of content creation and sharing strategies. Currently he is responsible for policy aspects of VISCED, overview of transversal global studies and the specific study of Canada's virtual schools. For examples of publications see: 1.
