The Next Generation Learning Challenges (NGLC) programme is a collaborative, multi-year initiative to provide grants, gather evidence about effective practices and foster growth of a diverse community around the development of affordable, high-quality learning tools for students today. All Open Core Courseware content must be freely licensed.

It was announced in October 2010 and funded by the Bill & Melinda Gates Foundation to the level of $20 million. The overall aim is to improve US post-secondary readiness and completion through educational technology – with a focus on Open Educational Resources (OER).

Retention is of major concern in America, where 30% of students drop out of high school and 42% who begin college or university will never complete it. Coordinated by EDUCAUSE and other nonprofits, NGLC seeks to identify "transformative" educational technology solutions to address barriers to postsecondary student success.
