The phrase

was a phrase used by David Lammy, Higher Education Minister for England,* in his article of 23 January 2010 for Policy Review Magazine, Universities must rely less on the state as purse-strings tighten - http://www.policyreview.co.uk/articles.php?article_id=69

  • His full title is Minister of State for Higher Education and Intellectual Property, Department for Business, Innovation and Skills of the United Kingdom - but the HE part of his remit covers England only, under the complicated rules for devolved entities in the UK.


It has also been quoted as
