John Fielden is an independent management consultant in higher education policy and management under the banner of CHEMS Consulting. His work covers a wide spread of national and international studies which still include projects in distance and virtual learning. He has recently worked on the African Virtual University and has led a World Bank feasibility study for a Caribbean Distance Education Network.

At the time of writing his main reports on virtual universities, John was director of the Commonwealth Higher Education Management Service (CHEMS) based at the Association of Commonwealth Universities in London. At that time CHEMS was the research and consul-tancy arm of the ACU. He was a member of the team that wrote The Business of Borderless Education for UUK and HEFCE published early in 2000, and then led the same team on the HEFCE-funded study that was published in the UK.
