The Open e-Learning Content Observatory Services (OLCOS) was funded by the EU's Erasmus Transversal programme. It was funded from 2006-2008, with the aim of 'building an (online) information and observation centre for promoting the concept, production and usage of open educational resources, in particular, open digital educational content (ODEC) in Europe.'
