The phrase

I could certainly envisage some universities choosing to concentrate predominantly on off-campus learning

was a phrase used by David Lammy, Higher Education Minister for England, in his article of 23 January 2010 for Policy Review Magazine, Universities must rely less on the state as purse-strings tighten - http://www.policyreview.co.uk/articles.php?article_id=69

It has also been quoted as

I would certainly envisage some universities choosing to concentrate predominantly on off-campus learning

(Times Higher Education, 28 January 2010, http://www.timeshighereducation.co.uk/story.asp?sectioncode=26&storycode=410178)
