The Virtual University Baden-Württemberg (German: Virtuellen Hochschule Baden-Württemberg, VHBW) appears to be more of a national initiative (at the Land - i.e. state - level) in Germany) than a consortium.
It is one of the constituent consortia of the three-Land consortium Zentralstelle für Fernstudien an Fachhochschulen in Germany.
