The National Programme on Technology Enhanced Learning (NPTEL) was formed to enhance the quality of engineering education in India, via collaborative development of video and web-based courses. NPTEL is a collaboration of seven IITs (Indian Institutes of Technology) and IISc (Indian Institute of Science) Bangalore. Between 2003-2007, content for 110 video and 129 web courses in engineering/science and humanities were developed.

The project was initially conceived in 1999. Funding of 204.7 million Indian Rupees, or roughly USD$4.5 million, was granted by the Department of Secondary and Higher Education, Ministry of Human Resource Development, New Delhi, for Phase I of the project (completed in June 2007). Funds were used to upgrade facilities as well as develop web- and video-based content.

Courses developed in the first phase of NPTEL are available to all government engineering colleges and government-aided institutions approved by the All India Council for Technical Education (AICTE). Courses may also be purchased by individuals both within (500 Rupees, or USD$10) and outside of India (USD$100).
