Dr Stephen Marshall is Senior Lecturer, Educational technology support, strategy and policy development at the Victoria University of Wellington in New Zealand. He is an expert on benchmarking e-learning and the developer of the eMM approach.
He was a consultant to the Benchmarking Phase 2 Programme in the UK for the Higher Education Academy, working closely with Professor Paul Bacsich and David Kay.
