Dr Carl Holmberg is Secretary General for the International Council of Open and Distance Education (ICDE), based in Oslo, Norway. He is of Swedish origin. After a long career at Swedish universities, he worked for the Swedish government supporting the transformation of the education systems towards increased openness and flexibility for the students. He has served on the board of international organisations and been involved in European Commission projects and expert groups. Interaction, Adults’ learning, Distance Education and Education Systems Development have been core concepts in his research.
In 2007, he was honoured as a Senior Fellow of EDEN (European Distance and eLearning Network).
Dr. Holmberg is also a member of the Re.ViCa International Advisory Committee (IAC)
