The ''Nalanda Open University'' (NOU) offers distance-learning courses from within the urban setting of Patna, Bihar, [[India]].  It was established in March 1987, and in 1995 came under the jurisdiction of the Nalanda Open University Act. With a vision of providing education to those who have been deprived of formal learning, it offers full flexibility with respect to eligibility, admission and course structure. Undergraduate and master's level degrees are available, as are other postgraduate certificates and diplomas.

Nalanda Open University has 28 Study Centers throughout Bihar, in cities such as Jamshedpur and Ranchi, but also in more rural locations (promoting access to those from all strata of society). e-Learning does not seem to figure prominently in course offerings.
