The Eenovate - E-Learning: a New Agenda for Universities from Candidate Countries project was selected in 2004 under the Socrates Minerva project.

As cited from the project description:

The overall objective of the project is the research and the validation of the condition for a policy transfer of an up to date model for client-focused university eLearning services based on European Union countries' experience and adapted to Candidate countries' need and specifics.
The proposal aims at elaborating two in-depth analyses, one of the emerging needs of 10 universities from candidate countries (RO-BG) in delivering e-learning services and one of the transferable experiences (6 case studies) in the e-learning field from the EU members State Universities (UK, ES) on the specific needs of Candidate Countries universities.
