Key points:

Always sign your name after your comments. Use the "four tildes" ( ~ 4 times) wiki syntax.
Start a new discussion with a Level 2 heading (use the == syntax) at the bottom of the current contents (or use the "Add topic" tab next to "View history" above the page).
Indent replies with colons (:) at the beginning of the line.

What do people think?
Does it apply to most universities in UK? or your country?
Are student loans public funding?
If a private university gets public research grants, does it make it "publicly funded" for the purposes of Plan E?
