- The respondent to Policies Survey from Chile, commenting on obstacles to the adoption of OER, noted "Real awareness of stake-holders and policy-makers: It’s not a matter of ignorance, but I think there’s a lack of deeper understanding of what the real advantages and potential of OER can contribute, not only to educational users, but to the whole educational eco-system. This lack of understanding also brings up risks related to an opposing model to the installed commercial/private model, unwilling to see if they can co-exist."

Overview
Chile, officially the Republic of Chile (Spanish: República de Chile), is a country in South America occupying a long and narrow coastal strip wedged between the Andes mountains and the Pacific Ocean. It borders Peru to the north, Bolivia to the northeast, Argentina to the east, and the Drake Passage at the country's southernmost tip. It is one of only two countries in South America that does not have a border with Brazil. The Pacific forms the country's entire western border, with a coastline that stretches over 6,435 kilometres. Chilean territory extends to the Pacific Ocean which includes the overseas territories of Juan Fernández Islands, the Salas y Gómez islands, the Desventuradas Islands and Easter Island located in Polynesia. Chile claims 1,250,000 square kilometres (480,000 sq mi) of territory in Antarctica. Its capital is Santiago and it has an estimated population of 17,400,000.

Institutional OER initiatives
Several universities in Chile (Universidad de Santiago de Chile, Universidad de Los Lagos, Universidad Catolica del Norte and Universidad Metropolitana de Ciencias de la Educacion) are fellow members of an international project called OportUnidad. Institutions from Latin America and the European Union participate in this project, which seeks to create a common ground in higher education by increasing the use of open educational resources (OERs) and practices (OEPs). OportUnidad started in January 2012 and ends in June 2014.
