The ''Zentralstelle für Fernstudien an Fachhochschulen'' ('''Central Department of correspondence courses in Universities of applied sciences''', ZFH) was founded in 1996 by a treaty of the Bundesländer Hessen, Rheinland-Pfalz and Saarland with domicile in Koblenz. Its task is to support the development and accomplishment of Distance Education in the institutions of Higher Education of the three Länder. The Bundesland Rheinland-Pfalz invigilates the initiative.

There are 4 virtual regions, each one include several universities or colleges:
*Virtual college of further education, FH Luebeck: They offer masters and bachelor via Online. In this university the use the tool moodle, but about 20% of the entire study take place in presence, for example laboratories exercices,seminars or exams, It's considered a blended learning.
*Virtual university Baden-Wuerttemberg: This university teach masters via online, but also you have to attend in the offices part of the course (blended learning). They use for example SonicLab, this is a laboratorie of sound, you work in house and then you share and compare the results with other students, also a tool called Joker(simulation tool) to do forecast about investments. They use a so much tools like these.
*VCRP Virtual campus Rhineland-Palatinate: They uses the Learning management system WebCT. After the fusion with Blackboard WebCT is led now under the name “Blackboard Learning system CE”.
*VHB Virtual university Bavaria: In the site they don't say the tools that they use, but there are online tutors who, as a rule, have themselves received net-assisted training, supervise the courses. It is at any time possible for the student to contact course providers and those colleagues responsible for tutorial support.
