After the foundation of the Estonian e-University consortium in February 2003, several questions arose in regard to the consortium's further developments and activities. As the success of the initiative depended largely on the main strategical decisions which had to be taken early on in the lifespan of the e-University and there was a general understanding that inventing the wheel was the last thing on the agenda, the prevailing proposal was to try and gather already existing European initiatives and mould them into a model which would not only suit the consortium under questions but would be applicable in small countries all over Europe. Thus, the UNIVe project - "Creating a network-based e-university model for the small countries in the context of e-learning in Europe" was born.
UNIVe aims to collect and share the knowledge and experiences of developing a consortium-type e-university. Growing international competition in higher education supported by the development of ICT is a challenge for many universities. Establishing consortia for using better limited intellectual and financial resources is one opportunity to be successful in this situation. In order to provide an e-university model that would be relevant for different European countries, we integrate available e-learning know-how of the previous successful international projects and analyse and integrate existing consortium-type e-university models from Finland (Finnish Virtual University), Sweden (Net University), Scotland (Interactive University), and Estonia (Estonian e-University).
