Developing a European e-learning Observation System (DELOS) was selected in 2001 under Erasmus Transversal Actions. It was funded through 2003. According to the project web site:
- The DELOS Project (e-learning Action Plan) is aimed at preparing for the establishment of a sustainable Observation System to accompany the e-Learning Action Plan as it develops. It is a comprehensive and inclusive project which is intended to construct the means of coordinating the activities of existing observatories and the different approaches they adopt, in particular, those of international organisations, various EU services and agencies and of European Commission programmes such as SOCRATES, LEONARDO DA VINCI and IST.
