The Open e-Learning Content Observatory Services (OLCOS) was selected by the EU's Erasmus Transversal programme in 2005. It was funded from 2006-2008, with the aim of 'building an (online) information and observation centre for promoting the concept, production and usage of open educational resources, in particular, open digital educational content (ODEC) in Europe.'
