In Australian English, a peak body is an association of institutions or companies. A peak body is generally established for the purposes of developing standards and processes, or to act on behalf of all members when lobbying government or promoting the interests of the members.
The term is very common when describing various groupings of university senior staff, in IT, libraries, distance learning, etc.
The phrase really should exist in English English too.
