Finland is the host of the Finnish Virtual University.

The evaluation report of the Virtual University Functions was published in November, 2007. The abstract in English can be found here. here

Several of Finland's universities also have their individual Virtual Campus operations.

There is a report on Finland called Impact of the Internet on Higher Education in Finland by Professor Jef Moonen and Professor Betty Collis with the assistance of Eric Beerkens, Petra Boezerooy and Jeroen Huisman. This was prepared for HEFCE in 2001 and updated in 2004. It is now rather out of date.
