The Polytechnic University of the Philippines Open University (Pamantasang Bayan; Politeknikong Unibersidad ng Pilipinas, Bukás na Unibersidad; PUP OU, PUP-OU) support distance learning. It is the official distance-learning university of the Polytechnic University of the Philippines System.

PUP-OU caters primarily to the needs of the economically disadvantaged students, out-of-school youths, teachers, administrators, managers, and professionals who wish to pursue degree or non-degree courses but are otherwise unable to do so due to accessibility, time and economic constraints. The PUP-OU System (PUPOUS) uses a blended and web-enhanced method of delivering higher education courses.

Polytechnic University of the Philippines (PUP) is a state university based in Manila, the Philippines. It was founded in October 1904 as the Manila Business School, offering commerce-related courses. The university itself offers tertiary courses of accountancy, engineering, political science, social science, business, arts, agriculture and associate programs. PUP has approximately 52,000 students. The PUP System is composed of 18 campuses, branches and extension campuses throughout the country.

The Open University was founded in 1995.
