The Joint Procurement Policy and Strategy Group (JPPSG) was very influential in the 1990s in reducing expenditure on goods and services at universities in the UK.
The group developed a procurement strategy for higher education which set out overall objectives and the means to achieve them. Practical measures promoted by the JPPSG include aggregation of orders to take advantage of economies of scale, not only within institutions but also regionally and nationally; better training of staff; systematic evaluation of suppliers; costing based on the whole life of the product or service; and sharing information and good practice throughout the sector.
