<p><b>New page</b></p><div>Barry Phillips (Senior Researcher and Consultant at Sero) is a specialist in new and emerging technologies for learning, teaching and social inclusion, including regional, national and overseas policy development. Formerly at the UK Dept for Education, he led the National Learning Network expansion, then joined the e-Learning Strategy Unit. Prior to joining Sero he was with Sheffield City Council as Strategic e-Learning Manager with responsibility for all schools and the EU-funded e-sy.info project. Currently he is responsible for policy aspects of VISCED (and successor/similar projects) and transversal global studies of virtual schools. He has a particular interest in ACL/PCDL and was instrumental in setting up IT support for that sector of FE.</div>NikkiCortoos
